Senior Director, Supply Chain - Global External Manufacturing (GEM), Bausch Health Ireland is key to improving the end-to-end complex supply chain external manufacturing processes, optimizing operational activities for a global portfolio of internal and external customers, products, and suppliers, and delivering required volumes of inventory to meet expected demand forecast targets and the company’s financial goals. The position will also support the management of working capital within the supply chain and achieve harmonization across the globe in the way that the GEM organization works.
The GEM leader designs, manages, and owns the global sales and purchase order processing system, whose efficient operation serves as a crucial tax advantage that materially protects the corporation’s revenue from unfavorable expenses. In addition, the role is responsible for implementing continuous improvement programs that drive best-in-class performance in supplier management. Through evaluative decision-making, the Senior Director GEM will provide thoughtful leadership and strategic guidance to key stakeholders on the team and in wider business functions (e.g., Procurement, Finance, RA, QA, etc.), while assisting the VP Operations in the day-to-day operations for product supply and impactful issue resolution.
Key responsibilities include, but are not limited to:
- Strategic and tactical oversight of end-to-end global network of external manufacturers (including internal plants) and the global supply chain team tasked to deliver GEM objectives and compliant product measured by ‘shipment in full and on time’ (SIFOT). The GEM team is comprised primarily of one Director and multiple Senior Managers and below located in three regions around the world (US / LATAM, Ireland, and Poland / Serbia).
- Responsible for the development, deployment, and maintenance of the global supplier management process across all regions. Leads the execution of a fully integrated, forward looking, and highly scalable supply chain management strategy, spanning all aspects of the supplier value chain. Expertly administer the dual process of simultaneously purchasing products from a global network of internal / external suppliers and immediately selling the same to internal entities and external customers / distributors, thus boosting profitability by minimizing expenses. This is a vital operation with immense benefit uniquely embedded in the Ireland processes.
- Leadership of the artwork group that owns the company-wide product label change workflow process for all externally produced products. This role entails policy setting, process definition, and development of tools to achieve regulatory compliance with local health authorities.
- Proactively lead a group of 24 employees who interface with over 100 internal / third-party distributors and internal / external suppliers to resolve escalated supply chain and logistics issues related to product supply, forecast adjustments / variations, supplier performance, and customer service. Develop risk-based solutions, make critical decisions linked to cost / benefit analyses, and execute actions that impact commercial markets and revenue streams.
- Leverage the broader team to execute and enforce contractual terms in supply agreements, holding vendors accountable for performance. Effect change as required to ensure supply continuity.
- Implement common scorecards / dashboard metrics to measure performance against customer and stakeholder expectations. Track (and impact) critical cross-functional KPIs such as forecast accuracy, bias, inventory, obsolescence, back orders, and customer service levels, while maintaining records and preparing periodic supply chain reports to facilitate awareness of operational activity related to customer and supplier performance.
- Continue the transformation of GEM systems from a fragmented environment to a more automated IBP (Integrated Business Planning) system designed for future state, best in class purposes.
- Lead an aggressive agenda to identify challenges and conduct root cause analyses to drive improvement in supply chain effectiveness and efficiency.
- Actively collaborate cross-functionally in demand and supply review meetings with internal and external partners and lead supply chain actions as required to achieve alignment between operations and financial plan.
- Influence / drive the team’s operation of the ERP-based purchase and sales order end-to-end processes (both internal and external customers) from receiving incoming orders and placing outgoing purchase orders, through confirming / tracking shipments to delivery and payment, to ensure customer requirements are met. Own the imperative to track and receipt all month / quarter end deliveries on time for sales revenue recognition, identifying to GEM and Financial management teams all at-risk deliveries and developing mitigation and resolution strategies.
- Monitor the relationship with freight carriers and customs agents to ensure reliable delivery and continuity of supply, authorizing expedite activities as necessary to avoid sales disruptions. Communicate supply chain / logistics issues and delays promptly, employing expertise and experience to facilitate rapid resolutions as needed.
- Engage in technical transfer projects for products in the portfolio, influencing the process to complete within schedule and contractual requirements and accelerating / escalating when needed. Coordinate product launch and discontinuation programs with key stakeholders.
- Establish and maintain strong working relationships with internal and external contacts in Manufacturing Operations, Supply Chain, Regulatory Affairs, QA, Finance, Legal, and packaging suppliers to mitigate product supply issues and advance business objectives.
- Ensure the maintenance of up-to-date files by SKU, lead-time, expiry date, and obsolescence, while upkeeping a robust and efficient Supply Chain data archiving system.
- Oversee and support accurate and timely invoices to customers and work closely with Corporate Finance Accounts Receivable on open issues.
- Responsible for overall talent strategy - development, retention and succession planning within GEM.
- Manage GEM organization budget in line with the company’s objectives.
- Comply with internal SOPs, contractual obligations, appropriate legislation, and company policies including, but not limited to, SOX.
- Performs other duties and responsibilities, as may be assigned.
QUALIFICATIONS AND REQUIREMENTS:
- Direct team / people management experience essential.
- Bachelor's degree required and APICS certification an advantage.
- Minimum 10 years supply chain experience.
- ERP system experience and knowledge of all inventory and sales order processing transactions.
- Ability to manage supply chain operations in a complex manufacturing environment.
- Expert knowledge of manufacturing, packaging, and labeling of pharmaceutical product in a cGMP environment.
- Strong communication and influencing skills. Comfortable with dealing with individuals from different functional areas and at all levels within an organization.
- Demonstrated experience participating in cross-functional teams.
- Effective analytical and project management skills with demonstrated success in critical thinking, proactivity, and problem solving.
- Ability to write SOPs and interact with Quality / Regulatory department.
